Scott Choppin is the CEO and Founder of The Urban Pacific Group of Companies, a Long Beach, CA-based real estate development company, founded in 2000, that focuses exclusively on workforce rental housing communities throughout California. Urban Pacific has created a new housing innovation called Urban Town House (UTH), pairing private institutional and Opportunity Zone capital with multi-generational workforce housing. UTH projects have delivered an average 23.33% IRR on LP equity.

Scott is also a strategic real estate advisor to several large commercial businesses and family offices, including the San Pedro Fish Market Company, on all of their recent real estate development projects including the Port of Los Angeles Waterfront Redevelopment and their newest project on the historic Fisherman's Wharf in Monterey.

With 35+ years in the business, Scott is a contributor to major media, including Forbes, GlobeSt.com, the LA Times, and feature article and cover in Multi-Family Executive magazine. Scott is a board member at the USC Lusk Center for Real Estate.

Scott and Becky Choppin have been happily married and together for 31 years, and are raising their 3 kids - Sean Patrick, Dylan, and Jenna, as the 4th generation of the Choppin family in Long Beach.

Herman Singh is a Research Economist with the Office of Economic Research at California State University, Long Beach, where he has contributed for the past two years. His work focuses on applied economic research, regional analysis, and policy evaluation, with an emphasis on data-driven insights to support public and private sector decision-making. In addition to his research, Herman teaches economics at CSULB, integrating real-world applications and his consulting experience into the classroom to prepare students for careers in economics and related fields.

As the Director of Economic Development and Opportunity for the City of Long Beach, Bo oversees five bureaus: Business Development, Real Estate Development, Workforce Development, Business Operations, and Waterfront Development.

With a career spanning multiple major cities, Bo has served as Economic Development Director for the City of Miami Beach and the City and County of Broomfield, as well as Economic Development Administrator for the City and County of Denver and Economic Development Manager for the City of Phoenix. His work has focused on community
and economic development, downtown and corridor revitalization, redevelopment, small business growth, and transit-oriented development.

Bo brings extensive expertise in business retention, expansion, and attraction, both domestic and international, along with a strong track record in fostering public-private partnerships, talent recruitment and retention, and leveraging public-private investment to drive sustainable local and regional economic growth.

Recognized as one of North America’s Top 50 Economic Developers by Consultant Connect, Bo continues to shape city and economic landscapes through strategic leadership and innovation. Bo earned a master’s degree in urban and regional planning from the University of Colorado.
